Diversity VisaDV-2027 Cut-Offs Are Missing From the October 2026 Visa Bulletin: What It Means

Updated September 30, 2026

The U.S. Department of State has published the October 2026 Visa Bulletin, but it contains no DV-2027 regional rank cut-offs. The key practical context is that the DV-2027 registration period has not yet opened, so there is not yet a pool of DV-2027 selectees with case numbers to compare against regional cut-offs. The Department of State has not separately stated that this is the reason the table is absent.

This does not mean all DV-2027 regions are Current, that DV-2026 numbers carry over, that an October interview schedule can be inferred, or that DV-2027 has been cancelled. It means the October bulletin does not provide a DV-2027 availability benchmark yet.

DV-2027 status at a glance
  • October 2026 Visa Bulletin: published, with no DV-2027 regional rank cut-offs.
  • DV-2027 registration: the Department of State says the registration start date will be announced separately; as of September 30, 2026, that period has not opened.
  • DV-2027 selection results: the Entrant Status Check availability date is also to be announced separately.
  • DV visa issuance: Department of State guidance last updated August 31, 2026 states that DV visa issuances are paused, although applications, interviews and appointment scheduling may continue.

What the October 2026 Visa Bulletin Actually Shows

The official Visa Bulletin for October 2026 is the first bulletin for fiscal year 2027. It contains the Department of State's family-sponsored and employment-based Final Action Dates and Dates for Filing, along with additional notes concerning FY2027 visa availability.

What it does not contain is a Diversity Visa section establishing regional rank cut-offs for DV-2027. There is no October DV-2027 table for Africa, Asia, Europe, North America, Oceania, or South America and the Caribbean.

The Department of State does not explain the absence of the DV-2027 table in the October bulletin. Any claim about the reason for the omission would therefore go beyond what the published bulletin establishes.

Where DV-2027 Stands Now

The missing Visa Bulletin table should be viewed together with the Department of State's separate announcement about changes to the DV-2027 entry period.

In its DV-2027 entry-period notice, last updated November 5, 2025, the Department states that it is implementing changes to the Diversity Visa entry process and will announce both the start date for the DV-2027 registration period and the date on which DV-2027 selection results may become available through Entrant Status Check.

As of September 29, 2026, that remains the latest DV-2027-specific Department of State notice concerning the registration and result dates. Prospective entrants should therefore not assume that the timetable used in previous DV cycles will apply to DV-2027 until the Department publishes the actual dates.

The same official notice states that these entry-process changes are not intended to alter the visa application period for individuals who are ultimately selected for DV-2027: the Department identifies that period as October 1, 2026 through September 30, 2027. That statement does not itself create a case number, establish a regional cut-off, guarantee an interview, or guarantee visa issuance.

What the Missing DV-2027 Cut-Offs Mean — and What They Do Not Mean

They do not mean all DV-2027 regions are Current

In the Diversity Visa context, the Department may publish a numeric regional cut-off or designate a region as Current. The absence of a DV table is not the same as an official Current designation. Without an official DV-2027 availability status, there is no published regional benchmark against which a future selected case could be compared.

DV-2026 cut-offs do not carry forward to DV-2027

Every Diversity Visa program year is a separate numerical cycle. The September 2026 Visa Bulletin, for example, lists final DV-2026 availability including Europe at 47,500, Asia at 40,000 and Africa at 101,250, with separate limits for certain countries. Those figures belong to DV-2026 and cannot be treated as DV-2027 cut-offs.

They do not establish an October interview schedule

Even when a future DV rank falls within an officially published cut-off, visa-number availability is not an interview guarantee. Case processing, required forms, Kentucky Consular Center processing, post capacity, eligibility and other case-specific factors can affect when or whether an interview is scheduled.

The missing table does not by itself establish that DV-2027 was cancelled

The October bulletin contains no cancellation notice. The Department's separate DV-2027 announcement still refers to registration and selection-result dates that will be announced and identifies the intended FY2027 visa application period for individuals ultimately selected.

How the Previous Three DV Cycles Were Different

The October 2026 publication pattern differs from each of the previous three DV cycles. In those cycles, the Department published the opening October regional rank cut-offs in the September Visa Bulletin before the fiscal year began.

DV-2024

The September 2023 Visa Bulletin published October DV-2024 cut-offs, including Africa 10,000, Asia 2,000 and Europe 4,500, together with several country-specific exceptions.

DV-2025

The September 2024 Visa Bulletin published October DV-2025 cut-offs, including Africa 15,000, Asia 3,000 and Europe 6,000.

DV-2026

The September 2025 Visa Bulletin published October DV-2026 cut-offs, including Africa 17,500, Asia 10,000 and Europe 7,750.

The previous three cycles therefore followed a different publication pattern. That comparison does not establish why the Department changed the pattern for DV-2027 or allow a reliable prediction of the first DV-2027 cut-offs.

Can a DV-2027 Case Number Be Checked as Current Yet?

Not from the October 2026 Visa Bulletin. A future selected DV-2027 case can be compared with Visa Bulletin availability only after the Department publishes an official regional status — either a numeric rank cut-off or a Current designation.

An entry confirmation number is not the same as a DV case number. The confirmation number is generated after a complete DV entry is submitted and is used to access Entrant Status Check. A case number is associated with a selected case. For example, 2027EU00012000 is only a hypothetical format example; it is not presented as an actual DV-2027 case.

Once official DV-2027 cut-offs are published, Arvian's DV Lottery Case Number Calculator can be used to compare a rank with the official benchmark.

How the Current DV Visa Issuance Pause Affects the Picture

In Diversity Visa Issuance Updated Guidance, last updated August 31, 2026, the Department states that it has paused all visa issuances to diversity immigrant visa applicants.

According to that guidance, DV applicants may continue to submit visa applications and attend interviews, and the Department may continue scheduling appointments, but no Diversity Visas are being issued under the guidance. The Department also states that there are no exceptions to the issuance pause.

This issue is legally and operationally separate from whether a regional rank number is Current. A published Visa Bulletin cut-off concerns visa-number availability. The August 2026 guidance concerns actual visa issuance. A future Current designation would therefore not, by itself, establish that a visa can immediately be issued while separate Department guidance remains in effect.

The Department's announcement speaks specifically about visa issuance. It should not be extended to assumptions about every possible USCIS adjustment-of-status action without separate USCIS guidance applicable to that procedure. Because this policy can change, the current government guidance should be checked again when a case reaches the relevant processing stage.

What Prospective DV-2027 Entrants Should Monitor Next

Several key DV-2027 dates and availability benchmarks have not yet been published. The most useful items to monitor are:

  1. DV-2027 registration announcement.
The Department of State has said it will announce the registration start date. Prospective entrants should rely on official U.S. government sources rather than dates extrapolated from earlier lotteries.
  2. DV-2027 Entrant Status Check date.
The Department will also announce when selection results may become available through Entrant Status Check. The Department of State does not notify entrants of selection by email or mailed letter; entrants must check Entrant Status Check.
  3. The first official DV-2027 regional availability table.
Once the Department publishes a numeric regional cut-off or marks a region Current, future selected entrants will have an official benchmark for comparing their case rank.
  4. Current DV issuance guidance.
The August 31, 2026 issuance pause is separate from Visa Bulletin availability and should be checked again whenever the Department publishes updated guidance.

Frequently Asked Questions

Are DV-2027 cut-off numbers published in the October 2026 Visa Bulletin?

No. The official October 2026 Visa Bulletin contains family-sponsored and employment-based charts but does not contain a DV-2027 regional rank cut-off table.

Does the missing DV section mean DV-2027 is cancelled?

No such conclusion is established by the October bulletin. The Department's separate DV-2027 notice continues to refer to registration and selection-result dates that will be announced and states an intended FY2027 visa application period for people ultimately selected.

Can DV-2026 cut-offs be used for DV-2027?

No. Regional rank cut-offs apply to the specific DV program year for which they are published. DV-2026 numbers do not become DV-2027 cut-offs.

If there is no numeric cut-off, does that mean the region is Current?

No. A region is Current only when the Department officially designates it as Current. The absence of the entire DV-2027 table cannot be treated as that designation.

Can DV applicants still attend interviews during the current issuance pause?

Under Department of State guidance last updated August 31, 2026, DV applicants may submit applications and attend interviews, and appointments may continue to be scheduled, but the Department states that Diversity Visas are not being issued under the current pause.

What the October 2026 Bulletin Tells Us About DV-2027 Today

The October 2026 Visa Bulletin establishes one narrow but important fact: the Department of State has not published DV-2027 regional rank cut-offs in this bulletin.

Until the Department announces the DV-2027 registration and result timetable and publishes an official regional availability status, prospective entrants should not treat DV-2026 numbers or unofficial forecasts as DV-2027 government cut-offs. The separate pause on Diversity Visa issuance must also be monitored because visa-number availability and the ability to issue a visa are different questions.
