November 2026 Visa Bulletin: What Changed for Green Card Applicants?

The November 2026 Visa Bulletin brings significant forward movement in several employment-based and family-sponsored green card categories. EB-2 advances three months for most countries, EB-3 skilled workers and professionals move forward one month, and EB-3 Other Workers advance five months. Worldwide F1, F2B, F3 and F4 Final Action Dates each advance one year.

The gains are not universal. EB-2 India and China remain unchanged. For November, USCIS has selected Dates for Filing for both employment-based and family-sponsored Form I-485 applications. Filing eligibility and eligibility for final approval remain separate questions.

Start with your own priority date. The date must be earlier than the applicable cut-off for your category and country of chargeability. A category marked "C" is Current on that specific chart. Neither condition, by itself, guarantees approval.

October vs. November 2026: Which Green Card Dates Advanced?

The November bulletin is the second monthly bulletin of fiscal year 2027. The comparisons below use Final Action Dates for the worldwide column, officially titled "All Chargeability Areas Except Those Listed" (ROW).

Employment-Based Categories

Category October November
EB-1CC
EB-2 (+3 mo)01JAN2501APR25
EB-3 (+1 mo)15MAY2415JUN24
Other Workers (+5 mo)01JAN2201JUN22

Family-Sponsored Categories

Category October November
F1 (+1 year)22JAN2022JAN21
F2A (+1 mo)22SEP2622OCT26
F2B (+1 year)22AUG1922AUG20
F3 (+1 year)22OCT1422OCT15
F4 (+1 year)22OCT1122OCT12

Dates use the Department of State's DDMMMyy format. For example, 01APR25 means April 1, 2025. "C" means Current.

The different rates of movement matter. An EB-2 applicant chargeable to ROW may see a newly current Final Action Date, while an EB-2 applicant chargeable to India sees no Final Action movement at all. Similarly, the substantial family-sponsored advances shown above do not apply uniformly to Mexico or the Philippines.

A cut-off is a numerical-control point reflecting reported demand and available visas. A one-year advance does not mean every affected immigrant petition has moved through one year of processing in a single month.

Who Is Newly Current in November 2026?

When a Final Action Date advances, applicants whose priority dates fall inside the newly covered interval may now satisfy the priority-date requirement for final action. The following ranges are calculated directly from the October and November bulletins for ROW chargeability.

EB-2

Jan. 1 - Mar. 31, 2025

November cut-off: Apr. 1, 2025

EB-3 Skilled / Professional

May 15 - Jun. 14, 2024

November cut-off: Jun. 15, 2024

EB-3 Other Workers

Jan. 1 - May 31, 2022

November cut-off: Jun. 1, 2022

F1

Jan. 22, 2020 - Jan. 21, 2021

November cut-off: Jan. 22, 2021

F2A

Sep. 22 - Oct. 21, 2026

November cut-off: Oct. 22, 2026

F2B

Aug. 22, 2019 - Aug. 21, 2020

November cut-off: Aug. 22, 2020

F3

Oct. 22, 2014 - Oct. 21, 2015

November cut-off: Oct. 22, 2015

F4

Oct. 22, 2011 - Oct. 21, 2012

November cut-off: Oct. 22, 2012

The cut-off is exclusive. A priority date of March 31, 2025 satisfies an EB-2 Final Action Date of April 1, 2025. A priority date of April 1, 2025 does not.

Example: EB-2 Applicant Born in Ukraine

Consider an EB-2 applicant born in Ukraine with a priority date of February 14, 2025. Assuming ordinary ROW chargeability, the date was outside October's Final Action range, which ended at January 1, 2025.

November's EB-2 ROW cut-off is April 1, 2025. February 14 falls before that date, so the priority-date requirement for final action is met in November. Petition validity, admissibility and other requirements still have to be satisfied.

India, China, Mexico and the Philippines: Different Results

The worldwide column does not apply automatically to every applicant. Several country-specific changes are smaller than the headline advances but may still bring individual cases into the Final Action range.

Mainland China

EB-1: Newly covered July 1-31, 2023. November cut-off: August 1, 2023.

EB-3 Skilled / Professional: Newly covered January 8-21, 2022. November cut-off: January 22, 2022.

EB-2: No movement. Final Action remains October 1, 2021.

India

EB-3 Skilled / Professional and Other Workers: Newly covered January 1-21, 2014. Cut-off: January 22, 2014.

EB-1: No movement; February 1, 2023.

EB-2: No movement; November 1, 2013.

F4: Remains December 15, 2006.

Mexico

F1: Newly covered September 8-21, 2008.

F3: Newly covered July 1-14, 2001.

F2A: Final Action advances to April 22, 2026.

EB-2 and EB-3 Final Action Dates match ROW.

Philippines

EB-3 Skilled / Professional: Remains August 15, 2023.

Other Workers: Remains January 1, 2022.

Family preferences: F1, F2B, F3 and F4 remain unchanged. F2A moves one month.

Visa chargeability generally follows country of birth, rather than current residence or passport nationality. Certain cross-chargeability rules permit exceptions when the applicant meets the applicable conditions.

Employment-Based Final Action Dates: November 2026

The following dates apply to the Final Action chart. EB-3 skilled workers and professionals are distinct from EB-3 Other Workers. Dates are grouped by chargeability area to make country-by-country reading easier.

EB-2 and National Interest Waiver

EB-2 National Interest Waiver cases use the same EB-2 preference row as other qualifying EB-2 petitions. NIW can waive the ordinary job-offer and labor-certification requirements when its legal standards are met, but it does not create a separate Visa Bulletin category or eliminate the priority-date requirement.

EB-4 Religious Workers

The October 2026 Visa Bulletin reported that H.R. 6500, signed September 2, 2026, extended the Certain Religious Workers program through December 11, 2026. That statutory authorization date is separate from November's EB-4 Final Action Date of December 15, 2022.

See the October 2026 Department of State notice for the extension.

Family-Sponsored Final Action Dates: November 2026

Family-sponsored preferences have different eligibility rules and annual numerical limits. F1 covers unmarried adult sons and daughters of U.S. citizens; F2A covers spouses and qualifying unmarried children under 21 of permanent residents; F2B covers unmarried adult sons and daughters of permanent residents; F3 covers married sons and daughters of U.S. citizens; and F4 covers siblings of U.S. citizens who are at least 21 years old.

F2A: Filing Is Current, Final Action Is Not

The November F2A Dates for Filing chart is Current for every listed country. The Final Action chart is different: October 22, 2026 for most countries and April 22, 2026 for Mexico.

Because USCIS has selected Dates for Filing for family-sponsored adjustment applications in November, an otherwise eligible F2A applicant may satisfy the filing-chart requirement without a numerical priority-date cut-off. That does not eliminate the separate Final Action requirement for approval.

The Department of State also separates F2A numbers exempt from the per-country limit. Exempt numbers are authorized for priority dates earlier than April 22, 2026. Subject-to-limit F2A numbers are available to countries other than Mexico for priority dates beginning April 22, 2026 and earlier than October 22, 2026.

Family applicants should also consider whether marriage, the petitioner's naturalization, or the age of a beneficiary affects classification. The Child Status Protection Act may apply in qualifying cases, but its protection cannot be determined from a cut-off date alone.

Important filing dates: The November 2026 Dates for Filing charts apply to Form I-485 applications properly filed from November 1 through November 30, 2026. Applications filed in October remain subject to the October filing charts.

Final Action Dates control visa-number availability for final decisions. Dates for Filing allow qualifying applicants to reach the document-submission or adjustment-filing stage earlier when the responsible agency authorizes that chart.

USCIS has selected Dates for Filing for both major preference groups for November 2026. Applicants must still meet the legal requirements for adjustment of status. Applicants completing immigrant visa processing abroad generally follow National Visa Center and consular instructions instead of filing Form I-485.

Preference: EB-2

Chargeability: Rest of World

Priority date: February 1, 2026

November Date for Filing: March 15, 2026

November Final Action Date: April 1, 2025

The February 1, 2026 priority date is earlier than the November EB-2 ROW Date for Filing of March 15, 2026, but it is later than the Final Action Date of April 1, 2025.

Therefore, the visa-date condition for Form I-485 filing may be satisfied in November, assuming USCIS's filing chart and all other adjustment requirements apply. Final approval must await visa-number availability.

What Applicants Should Do After the November Visa Bulletin

01
Confirm the correct preference category

Check the classification on the underlying immigrant petition. EB-3 Other Workers cannot use the EB-3 skilled-worker cut-off, and a family petition cannot use a different F category just because its date is more favorable.

02
Identify the appropriate chargeability area

Start with the country of birth, then consider whether a specific cross-chargeability provision applies. Current residence does not automatically determine the applicable column.

03
Compare the priority date with the right chart

For final visa-number availability, look at Final Action Dates. For November I-485 filing, USCIS has authorized Dates for Filing for both preference groups.

04
Check adjustment or consular processing eligibility

For Form I-485, consider the applicable admission, status, adjustment-bar and admissibility rules. Consular applicants follow NVC and consular procedures. A current priority date does not independently resolve those requirements.

05
Review any pending-case requirements

Check notices, evidence requests, petition status and required documents. For some eligible employment-based applicants, INA 245(k) may provide relief from specified status-related adjustment bars, subject to its own conditions.

The applicable USCIS rules are detailed in the USCIS Policy Manual, Volume 7, Part B, Chapter 8. For application procedure and document requirements, read Arvian's Form I-485 Adjustment of Status Guide.

November 2026 Visa Bulletin: Frequently Asked Questions

What is the EB-2 priority date for November 2026?

The EB-2 Final Action Date is April 1, 2025 for ROW, Mexico and the Philippines; October 1, 2021 for China; and November 1, 2013 for India. Dates for Filing are different and must be checked separately.

What is the EB-3 Final Action Date in November?

For skilled workers and professionals: June 15, 2024 for ROW and Mexico; January 22, 2022 for China; January 22, 2014 for India; and August 15, 2023 for the Philippines. Other Workers has a separate cut-off.

Is EB-2 India moving forward?

No. Its November Final Action Date remains November 1, 2013. The separate Date for Filing is January 15, 2015.

Is F2A Current in November 2026?

F2A is Current on the November Dates for Filing chart for all countries. It is not Current on the Final Action chart, which has cut-offs of October 22, 2026 for most countries and April 22, 2026 for Mexico.

Which chart is USCIS using for November I-485 filings?

Dates for Filing for both family-sponsored and employment-based preference applications. Applicants must also satisfy the independent adjustment-of-status requirements.

Does a matching priority date qualify?

No. Where the bulletin displays a specific date, the applicant's priority date must be earlier than the cut-off. A matching date is not earlier.

Does a one-year family cut-off advance mean one year less waiting?

Not necessarily. The movement reflects reported demand and visa availability, not a guaranteed reduction in individual petition, interview or adjudication time.

Does this bulletin contain DV-2027 case-number cut-offs?

No. The November bulletin contains family-sponsored and employment-based preference charts, not DV-2027 regional rank-number cut-offs. Diversity Visa case numbers use a separate system.
